A highway patrolman goes after a ring of hit-and-run drivers known as "Banzai runners," who have fast, expensive cars and stage illegal, dangerous high-speed races on the freeways at night.

Banzai was a British comedy gambling gameshow spoofing Japanese gameshows and general television style. It was produced by Radar, part of RDF Media. Each segment of the show was a silly or bizarre contest. Members of the viewing audience were encouraged to bet with each other on the outcome of each segment.The pseudo-Japanese characters seen on screen during the programme are meaningless.

Film exposes a paradoxical situation where countryside with its multicultural (Lithuanians, Russians, Polish, Gypsies) community exists in the very centre of Vilnius. Also film tries to find out the origin of district’s nickname Shanghai. Film portraits inhabitants of Vilnius Shanghai, who have their own rules, loves, habits and sins. Most of them live in their Past still remembering their youth. Now modern skyscrapers exchange old wooden houses and nobody knows what is waiting for “characters” of Shanghai.
